As all but one of the current targets differ from both the original and the last quarter's targets the picture appears somewhat confusing. However, over the ten-year period the total number of persons planned to be housed has changed very little viz.

A detailed explanation of the changes that have taken place in 1976/77 is given below. There is a substantial change in the last year of the period (1985/86), because the current figures reflect what is planned for that year, whereas the figures in the original forecast (A), and those in the previous report (B) included projects planned to be constructed after 1985/86. Taking the 9-year period to 1984/85, the total number of persons planned to be housed is 165,000 more than the original figure and 90,000 more than last quarter's figure, mainly due to a more intensive planned development of sites.

Explanation of change
The main reason for the reduction of about 25,000, compared with the last. quarter target of 96,990, is a delay in the completion of the Tai Hing I estate (28,360) which, in the last report, was planned to be completed in March 1977. To minimise the impact of the delay, the phasing of the estate has been re-scheduled to house 8,700 in May 1977 and the remainder in July and September 1977. The net balance of about 3,500 comprises an increase of 4,500 in the capacity of the Cheung Ching I estate (No.4) (part of the balance of this estate brought forward from April 1977) offset by a 1,000 reduction in the Housing Society figure (No.6)(the completion of phase I of an estate has been deferred from March to August 1977).
