When we discussed the provision to the FCO of tabulas progress reports on housing, medical, education, social welfare and labour legislation you said you needed detailed reports each May and November and, at the intervening quarterly intervals, I could simply advise details of major change by letter.

However, as you will see from the attached report, I have in fact produced this time another detailed report. Whatever the form of the report, we have to gather together the information on progress that has taken place so we can determine any change and, particularly as I foresaw quite a bit of change, it seemed to me to be easier both for the compilers and recipients to prepare a detailed report rather than try to explain the changes by letter. So we have done so and are likely to continue to do so every quarter, unless we do have a virtual "no change" situation some time in the future.

To make the changes obvious, I have underlined those figures or dates which have changed and give the necessary explanation in the particular part of the report.

In addition, there are changes
in the narrative sections on page 2 of the Housing report dealing with "Housing Standards" and the "Flats for Sale Scheme" and under "Camp beds in hospitals" in the "Medical" report;
in the revised and, I hope, comprehensive notes attached to the Junior Secondary Education report to explain the changes in format from the last (revised) report and to explain some of the changes in the figures;
(iii) in the "present position" columns in the "Social Welfare"
and "Labour Legislation" reports to reflect the progress made since the last report.
I hope you find it relatively easy to follow.

You will recall that the Chief Secretary, in his letter of 26th October 1976, asked you to ignore the junior secondary education report attached to my earlier letter of 20th October. I believe the Governor gave the FCO a revision of that sheet during his last visit but, to be on the safe side, I attach another copy. It is this revision with which we make a comparison in the current report.
