HONG KONG: MONITORING THE PLANNING PAPER

Lord Goronwy-Roberts has read the minutes of the second meeting of the Hong Kong Standing Committee and has commented as follows:
"I have marked the points in the minutes which appear to me to be of particular importance, eg I should hope
postponed to attend the Secretary of State's discussion with the
TUC (International Committee) on 25 February, the strengthening of LEGO and EXCO and greater support for the positive efforts of the Governor locally. On the question of "expensive PQs" there is no easy solution: we do not want to add to suspicion through silence. Nevertheless, it may be possible to be more selective about the PQs which warrant the full treatment.
The monitoring committee seems to me to be doing an excellent job (I had already been able to convey my impression to the late Secretary of State.)'
