GOVERNMENT

COLONIAL SECRETARIAT. HONG KONG,

23rd February 1977

Thank you for your letter of 10th February which crossed with

mine of 14th February. I'm sorry about the ambiguity in my use of the

word "classification". What I was trying to refer to was the classification of items into either Part I or Part II of the progress reports on the understanding, which we originally agreed, that you would only receive Part I of the reports.

2.

However, that is all in the past as you have now asked to be provided with both Parts I and II of the reports and, accordingly, I enclose a copy of Part II of all the last reports, except that of the Civil Service Branch. (You will have received the Part I's under cover of my letter of 14th February.) You will also have now received the CSB report from Alan Scott and that, in effect, already covers in narrative form the major and important items which are dealt with in Parts I and II of the other Branch reports. So there is no more to come from CSB.

3.

and II.

I shall, of course, ensure that you receive future Parts I
