HONG KONG: MEETING WITH THE HONG KONG ATTORNEY-GENERAL
1. Mr John Hobley, the Attorney-General in Hong Kong, called on the department on 24 March at the start of leave in this country. The following points emerged from the discussion that Mr Duffy and I had with him.

Mr Hobley said that while less was being heard at present than a few months ago about Her Majesty's Government's "interfering" in Hong Kong's affairs, there was still a good deal of suspicion on this score. This had been brought home to him recently when at a meeting of Exco one of the senior Unofficials, Dr E Y Chung, had asked him whether the new Secretary for Councils, Mr Peter Johnson, was an officer on secondment from the UK. Dr Chung had evidently been wondering whether Mr Johnson was a "spy" planted in Exco. said Mr Hobley, he had been able to tell Dr Chung that Mr Johnson was not, in fact, a seconded UK officer.
