(e) No public invitation for comments would be made

before H E's Legeo speech in October, in order to avoid undue speculation before Government had reached fairly firm conclusions. Mr Heppell would, however, seek the views of experts outside as well as inside Government but on an

informal and discreet basis.

(1) While fairly firm conclusions by November were

necessary for budgetary reasons, nearer the time it would be for consideration whether the paper prepared for publication were White, Green, or White with green edges. The Governor's speech should assist in drawing further comment, but following the precedent of the Green papers on services to the handicapped, elderly and youth, there might be merit in the November paper having at least a green tinge.
