NEW APPOINTMENTS TO THE LEGISLATIV. COUNCIL
John Stewart has let me know about the talk he had with you in Hong Kong recently about possible new appointments to the Legislative Council.
John will have told you that I continue to altach importance to the appointment of new wrabers of the Legislative Council from "a progressively vider social background, particularly from the lover incour groupe". You will have seen that there was some discussion at the last meeting of the Standing Committee here about possible new appointments to the Legislative Council (and the Executive Council) within the next year or so. I endorsed the Standing Committee's general view that there is scope for strengthening these bodies and it is against this background that I would like to consider the question of possible new appointments this year.
I understand from John Stewart that you are not thinking of making any significant ury appointuculs to the Legislative Council in time for the 1977/78 session. I can see that, since so few of the Unofficial Herbers have more than a few years experience, there is a case for giving them wore
