REVIEW OF THE APPLICATION OF ILO CONVENTIONS

I also regret that we were not able to fulfil our target of making improved declarations in respect of 5 Conventions in 1976. One now remains outstanding No. 94 (Labour Clauses Public Contracts).

An improved declaration to Convention No.
94 has been delayed because the Public Works Department decided that all public works' contracts (not merely Engineering Public Works Contracts as originally intended) needed to be revised. This revision has been completed and a new type of contract document, including fair wages" chuses, has been in
use since 1 January 1977.

To give legislative support to the "fair wages" clause in public works contracts, a Bill imposing vicarious liability on building contractors, for the wages of employees of sub-contractors, will be submitted to Executive Council during May and should be enacted before the end of July. It will then be possible for an improved declaration to be made in respect of Convention No. 94.
