I have one other suggestion to offer. level of fines indicates that the offending employer considers it more economio to run the risk of being detected employing children than to pay higher wages to adult employees. Is there any reason therefore why a realistic minimum sentence or a minimum fine should not be inserted into the regulations on the employment of children? This minimum fine would of course need to be sufficient to make it uneconomic for the employer to run the risk of detection,
