Child Labour.

I am writing with reference to the recent exchange of telegrams on the above subject (Nos. 215 and 324) and to the discussion which took place during your visit.

You will be interested to know that Crown Counsel prosecuted two cases at the Tsuen Wan Magistracy on 13th April with an encouraging result. A gloves factory with a previous conviction for the same offence was fined $3,500 for having employed a 13 year old girl for four months.

In the other case, a factory owner without any previous conviction was fined $3,000 in respect of the employment of 4 children.

It is expected that the amendment of the regulations to increase the maximum fine from 5 to 10 thousand dollars, will come before the Legislative Council on the 4th May.
