Financial Secretary are such that in his public speeches at least he is obliged to proceed cautiously in proposing financial or fiscal reforms if he is to carry the Hong Kong financial, commercial and industrial establishments with him. Mr Hinkle also believes that Kr Haddon-Cave is moving as fast as the local climate allows towards, for example, the establishment of a Central Monetary Institution. We should take account of this in our comments to the Governor.
