The PUS proposes to send a short acknowledgement (which I shall draft) today. Early next week, and ideally on Monday morning - he will be involved with President Giscard's visit on Monday afternoon and Tuesday morning - he would like to see a full analysis, with recommendations, of all Sir P Ramsbotham's points, and a substantive draft reply. While WIAD and the Legal Advisers must clearly be consulted, it looks to me as if the major substantive questions at issue are for your Department, and I should therefore be grateful if you could undertake the submission.
