1. Here is the dossier on the events surrounding the recent execution of two men in Bermuda.
2. It is mostly self-explanatory but I do draw your attention to enclosure B14, my letter of 16 November to Sir P Ramsbotham, in which I give the background to the decision by the Secretary of State not to intervene in the Bermuda case. I did not mention this letter at yesterday's meeting with the PUS because, although I remembered it, I was unable to find it in the files. A further search revealed that it had been put away in the wrong file. I am informed by the Bag Room that this caught the bag leaving for Bermuda on 17 November and was delivered there
on the 19th. Mr Duff will be sending a short factual background note on the recent visit to Britain of the Premier of Bermuda.
