I do not recommend that the Secretary of State should draw the attention of his colleagues to this affair at this time.
It is conceivable that the appeal will succeed or that the local
Prerogative of Mercy Committee may recommend a commutation. I
shall ensure that we receive adequate warning if a petition to The Queen becomes likely.
