PREROGATIVE OF MERCY
With reference to your minute of yesterday's date
and our meeting with Sir William Dale this afternoon, I now attach a copy of the draft letter I had prepared this morning showing the alterations made by Sir William in the light of the discussion at the meeting.
2. I got on to the Guardian by telephone (without disclosing my identity) and they agreed to take the text of the letter by dictation. Sir William accordingly read it over to them at about 3.40 pm. This would I gather permit publication in tomorrow's issue if the Editor (Patrick Ensor) is so minded
