The Governor has asked me to forward to you the attached petition addressed to Her Majesty, praying for the exercise of the Royal prerogative of mercy in the cases of Erskine Durrant ("Buck") Burrows and Larry Winfield Tacklyn. As you will already know, copies of all the material relevant to both of them were sent to the Foreign and Commonwealth Office in connection with Tacklyn's petition for special leave to appeal to the Judicial Committee of the Privy Council.

In all the circumstances we presume

(a) that nothing further will be needed now;

(b)

(c)

that the petion for clemency will be considered early next month, if, as expected, the petition for special leave is decided then; but

that no date should be set for executions until we are advised that it has been considered and told the outcome.

If we are mistaken in any particular no doubt you will let us know at once.
