Capital Punishment in the Dependent Overseas Territories
The Prime Minister has seen the Lord President's letter to him of 19 October, in which Mr. Foot summarised the conclusions reached at the meeting of Ministers on 13 October to consider the paper on capital punishment in the dependent overseas territories (GEN 103(77)1). The Prime Minister agrees with the general approach to this question outlined in Mr. Foot's letter and with the further action suggested in its final substantive paragraph. The Prime Minister has, however, commented that the Foreign and Commonwealth Secretary will probably have to let the law take its course on the Bermuda case.
I am sending copies of this letter to the Private Secretaries of the other members of GEN 103 and to Martin Vile (Cabinet Office).
