including the advice of the Governor, whether to recommend to

the Queen the exercise of the prerogative. He would thus be

in the same position as, so I understand, is the Home Secretary

in the areas under his jurisdiction, and differences of view

between himself and the Governor in particular cases would not

be exposed.

Since I believe that there was general support in the

Committee for this alternative proposal, it seems to me desirable

that it should be on the record, since the question of abrogation

may arise again in future discussions in the Committee.

I am sending a copy of this minute to the other members of

Gen 103.
