I attach a letter from Mr Wallace which was brought back from the BVI from Mr Mayhew. I suspect it is a copy of a letter to me on the same subject.
2. I do not know whether you are yet in a position to reply on the main point. If you are perhaps you could put in a paragraph on the following lines:-
"I note that you refer to the 'risk of trouble arising' if UK Government decided to take steps to abolish capital punishment in dependent territories. Could you please say what form you expect this trouble to take and whether it would be something which you feel you could not contain with your own island resources.

3. If you are not yet ready to reply on the main point I think I should write saying that Wallace will be hearing from you on the main point of his letter but meanwhile making the point in para 2 above.
