ANNOUNCEMENT OF DATE OF EXECUTIONS IN BERMUDA
1. I have now seen the Secretary of State's comments on Mr Wall's minute of 23 November. I shall inform the Governor by telephone at lunchtime (9 o'clock local time in 3ermuda) that they may go ahead with the announcement.
2. I attach a copy of the guidance that was given to News Department. I have now contacted News Department and conveyed to them the Secretary of State's instruction that they should play the announce- ment dead-pan and that they should not proffer anything but run ... it as flat as possible. I also attach copies of all the recent
relevant telegrams on this affair.
