DEPENDENT TERRITORIES: CAPITAL PUNISHMENT
1. de discussed this question on the telephone and I told you that it has now been decided that there will be no meeting of DOP this week and that, therefore, there will be no ministerial discussion of y Secretary of State's note to the members of DOP. It is likely that an inter-departmental official committee will be established to discuss the question and I have committed myself to declare a Home Office interest in this committee and to try and get them invited to it.
2. I am enclosing a copy of my original submission recommending the abrogation of the "Creech Jones" doctrine, together with some of the more significant subsequent papers which you may like to see.
