formula should remain the criterion by which the exercise of
the Prerogative of Mercy should be governed and they may
propose that in future in each case where the Governor of a Dependent Territory decides not to exercise the Prerogatiye of Mercy himself the case shall be referred to kk me, for
consideration having regard to all the circumstances, including the views that Parliament has expressed on the use of capital punishment in the UK.
