CAPITAL PUNISHMENT IN DEPENDENT

In view of the need to include an assessment of local reactions and possible repercussions to an abrogation of the "Creech Jones" doctrine for the paper to be prepared for the Capital Punishment Committee (para 3 of attached note) I suggest that a telegram should issue to DT's on the lines of the attached draft.

As OAGS may need to consult Ministers and Officials I have not used the PERSONAL series (applicable to Belize, British Virgin Islands, Montserrat, Grand Turk and Hamilton).

I have repeated for information to the other DTs for any comments which they may have and to enquire the date of their last execution. Shuld it also to b HIAS "

I will welcome any suggestions you may have to improve/amend.
As Mr Stewart suggested I have minuted to Head of Research Department asking for dates of executions in those former DTs which have become independent since the death penalty was abolished in the UK.
