I attach a draft of the first 7 sections of the report based on the outline in GEN 99(77)1 which was approved at our meeting on 4 August
(GEN 99(77) 1st Meeting). Sections 1 to 6 of the draft have been put together
from contributions submitted by members of the group, subject to some editorial
changes; I have added some tentative conclusions in section 7. Sections 8 and
9 cannot be drafted until we have reached agreement on the earlier sections.
The Annexes are not attached to this draft.
2.
I propose to call a meeting of the group to discuss the draft during the weck beginning 19 September.
