With one exception all the papers mentioned above have been, or are now being, distributed to members of the Advisory Committee. The exception is (vi). On the advice of the Commissioner of Police Sir Edwin Leather instructed, with the concurrence of the Governor's Council and of the Attorney-General, that that particular paper should be withheld until the Committee actually met to consider the
