1. I attach herewith my submission on capital punishment in the dependent territories. I am sorry that it has taken so long to prepare but I have had great difficulty in securing agreement from other interested departments.
2. I attach also letters from Mr Lloyd in Bermuda. Although Mr Lloyd's letters support my recommendation, I have not quoted them in the body of the submission (which was indeed completed before I saw Mr Lloyd's letters). You may, however, consider sending, at least the typed letter, with the submission.
