We have discovered that some officers administering governments of territories which retain the death penalty were not aware of the FCO Memorandum on the Prerogative of Mercy in Capital Cases which is still the formal vade mecum in these cases, Just in case you are not aware of the existence of the Memorandum, I am sending you a coру.

Harry told you in his letter of my submission proposing a revocation of the "Creech Jones" doctrine. This is still being considered by Ministers but as soon as we get some decision from them we shall let you know.
