Many thanks for your letter of 14 June, enclosing a copy of the 1969 Foreign and Commonwealth Office memorandum on the Prerogative of Mercy in Capital Cases. We had in fact been sent one last year, with Peter Longworth's letter ANE 380/4 of 30 September 1976. In subsequent telegrams (our Personal 14 of 11 October and your Personal 11 of 12 October) we were given permission to show it to members of the Advisory Committee if we wished.

The Premier (who returned here from the U.K. last weekend) has told me that he urged Harry Stanley to do whatever was possible to secure an early decision about Burrows and Tacklyn on the assumption that The Queen is petitioned on their behalf. In other words, he repeated the point made in my letter of 18 May to Harry.

I am hoping to see Lois Browne-Evans later this week away longer than originally envisaged - as contemplated in my letter of 9 June to Harry. I will let you know whether she is taking action on my suggestion that she present a petition on Tacklyn's behalf at this stage.
