In such an event Her Majesty
uld still be informed of the petition, with the suggestion that the Secretary of
State should ask the Governor to inform the petitioner that, since the sentence had
now been commuted, the Secretary of State did not feel it was necessary to advise
Her Majesty to take any action on the petition.
Petition sent to Her Majesty direct
21. A petition may sometimes bo sent by a condemned man or his solicitors direct
to Her Majesty and then forwarded to the Foreign and Commonwealth Office for
disposal. In such cases all the facts of the case may not be available to the
Secretary of State and a telegram should be sent to the Governor informing him of
