I suggest paragraph 4 reads as follows: now
As regards the Channel Islands and the Isle of Man capital cases are automatically referred to the Home Secretary in his position as Privy Councillor responsible for the Islands. One of the duties of such a position is to advise the Queen on the prerogative of mercy in capital cases. In practice all capital cases
imposed in these Islands since the date of the suspension of Capital Punishment in the United Kingdom have been commuted.
2. John Goddard of C5 Division Home Office to whom I spoke said that Captain Carrington of 2 Division Home Office who was responsible for capital sentences in the Islands, was a little surprised that he had not seen a copy of the submission since the Islands were also dependent territories. I said that they had been consciously omitted since the Foreign Secretary was not responsible for advice on the prerogative of mercy in respect of the Islands. However, I agreed to send them copies of the submission as a matter of courtesy. I should be grateful if you will send them copies.
