2. A Visiting Mission from the United Nations Committee of 24 consisting of the Permanent Representatives of Fiji, Trinidad and Tunisia visited the Cayman Islands in April. The Cayman Islanders are the most adamantly opposed, of all our small Dependencies, to independence, or indeed to any constitutional advance at all. although they are perhaps the most capable of it, socially and economically. They are also extremely right wing politically. They were therefore persuaded with some difficulty to accept the Mission, and made their conservatism very plain to it. The Mission are to discuss their draft report with me on 24 May.

Mr Ivor Richard has incorporated some advice on handling this in a long letter to me of 10 May which discussed also the much wider question of how to extricate ourselves from awkward United Nations involvement in those Dependent Territories. that he believes will re- main under our tutelage indefinitely. This raises some pretty fundamental questions covering our future Colonial policy, as well as connecting with the reviving debate about the international management of micro-States, which is also on the agenda for his visit (paragraph 4 of the telegram Flagged A).

Mr Richard's letter makes certain assumptions about policy that have not yet been fully considered by Ministers. (Mr Rowlands has expressed reservations about some of the conclusions I drew from the visit Mr Duff and I made to the Caribbean in February, and work on

3 this is in progress.) I have indicated this to him in a snap reaction,

in preparation for any discussion he may wish to have with me.

5. Meanwhile we are getting ready for what I hope will be a useful meeting with the UN Mission.
