MICRO-STATES QUESTIONS AT THE UN
1. I should have reported to you sooner that James Murray, on the eve of his departure for Africa, did find time to have a worl with Maxwell Stanley, the head of the Stanley Foundation. Stanley took a rather different line to the one which Jack Smith had taken with me in September. He agreed with James Murray that the micro-state question was still a valid and important issue, and that he was prepared to consider trying to organise a seminar on the subject. Stanley fully understood the need not to reveal that we had expressed interest in having the subject aired again.
2. We shall keep alert for any sign that the Stanley Foundation is indeed organising such a seminar. If we have heard nothing by the end of January, we shall take the first opportunity to ask whether they have yet made provision in their programme.
