Mr Lewis discussed with me, Mr Stanley's minute of 2 March addressed to PS/PUS and PS/Mr Rowlands regarding the Tour of the Caribbean Dependencies in February 1977. (Folio 1a of HX 025/501/1). Mr Lewis considered that we should await the reactions of PUS and Mr Rowlands before we took any action.
2. Following our talk yesterday about Mr Stanley's minute of 2 March I have called on Mr Duff (WIAD) to enquire the position of the minute and what progress there has been with the DOP paper referred to in paragraph 2 of Mr Stanley's minute.

Mr Duff said that it is for himself (Mr Duff) to take any further action on the minute. He:-
a)
has prepared a final draft of the report on the visit to the Caribbean in February,
b)
has prepared a final draft of the report on the Governors' Conference,
c)
d)
is still considering whether a DOP paper is required or not,
has final drafts of the Territorial Studies on Anguilla, BVI, Caymans, Montserrat and Turks & Caicos which he, Mr Duff, is taking with him to St Helena at the end of this week in order to check during the sea voyage.
Mr Duff confirmed that he would arrange to provide me with copies of all these papers when they are in final form.
4. You may wish to see my minute to Mr Glason of 21 March (Folio 6 on HX 025/501/1) setting out the position regarding the preparation of Territorial Studies.
5. A Note on the constitution and independence..prospects of DTs as at 2 December 1976 is at Folio 32; Mr Bullock's notes on independence problems in the Pacific is at Folio 34; Mr Duff's notes at Folio 35. Mr Levoir who was drawing together all the various papers we have accumulated on this subject produced at the request of Mr Lewis an outline of a note on the Future of the Dependent Territories (Flag A). Mr Lewis did not wish to proceed with this until the individual territorial studies had been prepared.
6. A number of papers have been prepared by various departments on decolonisation matters. Those which are most commonly referred to are:-
