1. Thank you for your minute of 26 May regarding the request from Mr Garrett in Honiara and for letting me see his earlier requests.

I have discussed Mr Garretts latest request with Mr Trew in PDTD and we agree that a copy of the then Secretary of State's despatch HX 2/1 of 13 June 1975 "The Future of the Dependent Territories" should be sent to Honiara but please note that it should not be addressed to Mr Garrett but should be sent to the Governor, Honiara, togehter with a copy of Mr Garrett's letter of 9 May 1977 and the envelope must be marked "Personal and Confidential".
We note from folio (W/5) that Mr Willey's instructions of 3 March were not taken into account in the reply at folio 7.

All those concerned with communications with the Dependent Territories should be aware of the special "Personal" series which means that the envelope may only be opened by the Governor.
