to Mr Stanley you mentioned that you are not yet clear to whom the political study and economic annex to country/territorial studies should be served up.

We fully agree with you that we do wish to invite the large concourse of Whitehall's Spokesman to sit in judgement and you will see from paragraph 5 of of minute to Mr Glason (attached) that we have already said that we do not wish to have a wider distribution other than within FCO and ODM at least until we have had an opportunity to analyse all the completed studies.
