DEBATE ON THE CONSOLIDATED FUND BILL, 28 JULY 1977
1.
I attach draft speaking notes for use, if required, for the debate on Sir Bernard Braine's subject "HMG's Policy towards the remaining Dependent Territories.
2.
Sir Bernard Braine is a champion of the case of the Banabans. He visited Ocean Island at their invitation in 1975 and submitted a report to the FCO critical of our handling of the case.
3. On the occasion of the discussion of the extension of the financial limit on the UK guarantees to the Asian Development Bank in respect of obligations by dependencies in the Sixth Standing Committee on Statutory Instruments (14 February 1977), Sir Bernard Braine was highly critical of the level and lack of urgency of our aid effort in the Pacific.
4. A copy of the relevant Hansard is attached.
5. Notes cover the Banabans, Constitutional matters, independence settlements and aid generally.
