Line to Take
1. The Government's view on this matter is already known to the House. We do not believe an extended airport can be justified at present, but we are ready, at the appropriate time, to commission the essential preliminary studies to determine whether
an enlargement would be practical and cost-effective. This has been made clear by the late Foreign and Commonwealth Secretary on 2 February and by my honourable Friend the Minister of State [Mr Rowlands] in answer to Questions on the 13th of July. I do not think a separate debate on the subject is necessary.

Human Rights in Argentina
2. The Government deplores violations of human rights whenever
and wherever they occur.
Aid Policy
3. The Government's policy, which is outlined in the White Paper, is that aid should be directed to the poorest countries,
not all of whom are members of the Commonwealth.
Falklands Air Links
4. These are governed by the 1971 Communications Agreement with Argentina; this is kept constantly under review by the Government in the Anglo-Argentine Special Consultative Committee.
