INDEPENDENCE SETTLEMENTS FOR PACIFIC TERRITORIES

We propose to agree with the Governments of the Solomons, Gilbert Islands and Tuvalu, at the time of their Independence Conferences, commitments on capital aid, technical co-operation and, in the case of Tuvalu and the Solomons, budgetary support for the years following Independence which would allow their plans for development to continue.

During preliminary discussions with a Solomon Islands' delegation this May we made an offer of a total of £26 million over the four years from 1978; this offer is subject to final decision at the Independence Conference in September.
