SEYCHELLES INDEPENDENCE

You will recall that you asked Mr O'Keeffe if he would do a report on the Seychelles independence process. Mr O'Keeffe, with the assistance of Mr Stuart (his predecessor as Head of HKIOD), completed a report in late July/early August. He asked that some of the facts should be checked and this Mr Major in EAD (previously the principal Seychelles desk officer in HKIOD) and I have done. The report has since been typed and, as originally requested by Mr O'Keeffe, I have signed it and herewith submit it for your information.

2. Mr O'Keeffe suggested that copies of his report might be sent to Mr Stanley and Mr Ewans, EAD. I think that the report might also be useful to PDTD, to whom we copied a number of papers concerning the arrangements for the independence of Seychelles. In fact, subject to your views, I think it might be worth reproducing, say, 20 copies of the report which, after the initial distribution, might be lodged in Mr Jasper's section of G & GD for reference purposes.
