1. The only comment I have on this paper is one of timing, ie, when the Unit should move over to Curtis Green. There is no particular reason why the Staffing Unit. should be attached to the General Section as both are self-contained. There are however good reasons, not least that of proximity, why the Unit should be readily available to the grographical departments, but as more and more Diplomatic Service officers serve in the Dependent Territories, it would be a good thing for our Personnel Departments in Curtis Green to become more closely involved. On balance therefore I would have thought that a move to Curtis Green should take place by the end of this year.
