1. I agree with you that we should not at present pursue the suggestion that the Unit might be moved into POD, possibly by the end of this year. The immediate need is clearly for the Unit to be allowed to settle down in Hong Kong Department. I understand that, the Secretary of State having approved, the move will take place immediately after Easter.
2. I think Mr Hall's paper has been very helpful in setting out the size of the Dependent Territories staffing problem. As you suggest, it may not be the last word, and I shall be interested to see any further assessment Mr Stewart may make in due course. There are several different possible ways of handling D.T. staffing and administrative questions in the future. I think we might look at these in about a year's time, if you agree.
