Posts of Financial Secretary, Secretary for Home Affairs and other Secretaries of Departments should continue to be filled by promotion of HMOCS officers. The possible secondment of a DS officer at lower levels should be considered.

This has always been a DS appointment but need not necessarily be so if a suitable HMOCS candidate is available at the time.
The last two Governors have been DS appointments. If there are not political reasons at the time an HMOCS candidate could be considered for this appointment.
Present officer is on secondment from Hong Kong. Replacement can be HMOCS or DS.
Wallace's replacement can be either HMOCS or DS. Experience of Executive Council/Legislative Assembly desirable.
