HMOCS.

In discussion it was agreed that the aim should be to obtain the most suitable candidate for a particular post, regardless of whether he was a member of the DS or the HMOCS.

Mr Stewart also raised the question whether the aim should be to present the DTSAB with a choice of candidates for a particular post. It was agreed that this would be desirable, provided that a genuine choice was available. There would be no point in presenting the DTSAB with a choice if there was one particular candidate who was both particularly suitable and available.

7. The meeting considered possible candidates for the vacancies listed in paragraph 2 above on the basis of curriculum vitae circulated beforehand. These were of officers who had either expressed an interest, of a general or a specific nature, in serving in the area where vacancies were due to occur or who might be willing to do so.

Anguilla

8. Mr Duff said that despite the territory's peculiar constitutional status, the job of Commissioner had effectively become an ordinary dependent territory post. It was not an easy job. The incumbent needed tact and patience in working the constitutional arrangements and, ideally, he should be an extrovert with a good sense of humour. Mr Carrick said that POD wished to make an "outline bid" for a DS appointment as Commissioner but would not be able to put forward a candidate until later. It was agreed to put forward the following candidates:

Mr E B Wiggham, a staff Grade B officer. in Hong Kong, currently serving as Deputy Secretary (Information);

Mr R J Wallace, an HM Treasury official currently undertaking a technical assistance assignment in the New Hebrides;

(iii) A DS candidate.

It was pointed out that if Mr Wiggham, or any other Hong Kong Government officer, were to be persuaded to take on the post in Anguilla, or almost any other dependent territory post, it would be necessary to devise sufficiently attractive financial terms to secure their services. It was noted that Mr Stewart was already in touch with the CSD on this question as it affected dependent territory posts generally.

Turks and Caicos

9. The present Governor, Mr Watson, will have completed 3 years in May 1978. Mr Duff thought that he would probably stay on until May/June. Mr Carrick said that this timing would be about right in terms of arranging Mr Watson's next posting. It was agreed to
