On this I would only wish to emphasise is statement at paragraph 4(ii) that if the main source of supply for Administrative posts in the Dependent Territories is to be the Diplomatic Service, then a tour in these territories must in no way be detrimental to an Officer's career, nor should he be regarded as "shunted into a siding" away from the main stream of Diplomatic Service experience when often he may be carrying out more responsibilities and varied tasks than if he was at an Embassy or High Commission. It will often be the case that when a Diplomatic Service Officer is serving in a Dependent Territory his conditions generally will not be so good as if he were in a Diplomatic Mission. I think that here again Personnel Divisions should be prepared to make up short comings where necessary. At the Senior Appointments Board on 12 December 1973 Sir Thomas Brimlow commented that "When Diplomatic Service Officers were seconded for duty in Dependent Territories their terms and conditions of service should be comparable to those to which they would be entitled in a Diplomatic Service post overseas".
