10. Outside Hong Kong we now fill some 45 legal and judicial jobs.

In the 1980s this number should have dropped to some 14. In the 1980s again the supply of legal and judicial officers who have had colonial experience will have dried up except for Hong Kong (see schedule at Annex B).

I have consulted Mr Greenwood of Legal Advisers. In our joint opinion the problem in the 1980s will be a very small one. We estimate that the FCO will havethe task of finding up to 8 resident Legal Officers and perhaps 6 resident Judges for the dependent territories, other than Hong Kong. Mr Greenwood has some ideas on how this problem can/bercome. When he has consulted his colleagues he or I will address you again.
