Your para 2(g) Yes. I suppose it always has been so. But the amounts involved are a very small proportion of the total budget even in the smallest dependencies. Moreover, it does mean that we can be sure that that part of our aid is going to a specific and good cause.
Your para 3 This is an admirable objective and in Belize and St Helena for example we really are able to use our manpower aid in support of the development of renewable natural resources. Elsewhere in the West Indian depend- encies this is not so straight forward and we clearly need to continue to accept the need in many to prop up the administrative services.
