Feels that D3 Governors lack the 'sixth sense' of an experienced dependency administrator. Management of ExCo or Council of Ministers, pu lic service Lanagement, budgetary Inowledge etc and trying to be better politician than the politicians still es ence of job. Why not use HOS officers to age 60 and reintroduce 5 year tours? Or if DS officers used, create post of 'Inspector-General'. Jayans will require British judge (J) and AG. Approves of seconding HK of icers to ACO DT desks.
