Please refer to your letter of 8 August on the above subject.
2. I have discussed your letter with the Acting Attorney- General (but not with anyone else). We agree with your assumptions; and consider that it will be at least 1982 before we have a B. V.Islander in the post of Attorney- General. We do not expect however to have any difficulty in filling the post at any time prior to 1982 (or there- after if need be) by recruiting in the Caribbean. We have four posts requiring legal qualifications (A.G., Legal Assistant, Registrar and Magistrate) and, by and large, they have been filled by West Indians for at least the last ten years.
