(a)
the Attorney-General's role in the central government is sufficiently like that of the CS for the distinction to be invidious (were it not for the fact that both officers in question are very tolerant of this point). Although the A-G is not senior to the CS in order of precedence, his status is nevertheless not subordinate in all respects because under the constitution he is a member of the Executive Council, whereas the CS is not;
b) under the constitution the A-G is also liable to act as
Commissioner in certain circumstances, and he then has, at least potentially, the same confidential relationship with the FCO, access to Personal files and cypher facilities, etc, as the Commissioner himself has, or as the Chief Secretary has when he is acting as Commissioner.
The only way to remove the distinction would seem to be to fill the Attorney-General's post in future on TC instead of OSAS terms.
