Would you please refer to the various letters from Governors of Dependencies on the difficulties which they encounter on maintaining Government Houses and organising their travel votes. May I support their views very strongly.
2. To have to approach politicians for petty sums to maintain these Government Houses is making their positions near to untenable. Such minor matters can cause emotional stresses which can undo all the good work a Governor has put into gaining the confidence of politicians. It is in my view a most short-sighted policy. Especially is this amazing when one considers the often over-generous sums lavished on diplomatic staff and houses.
3. Again I completely fail to understand why Government passages cannot be a charge against OSAS or Technical Cooperation. To have to beg for such funds again can jeopardise relations. If passages are not taken in time the efficiency of the individual can be impaired. I think it is only those who have done the job who appreciate the isolation and need to travel elsewhere of a Governor of a small island. Surely something can be done?
4. Using aid funds is not practical as anyhow the politicians approval has to be sought even if procedural difficulties could be overcome.
5. Copied to Walter Wallace, Arthur Watson, Why Jones,
David Le Breton, Peter McEntee and Tom Russell who anyhow does not suffer the same difficulties.
